County Attorney Steve Howard reviewed the latest draft of the law enforcement agreement with the commissioners.

Mark Feland with RDO Equipment met with the commissioners.

Ken Heppner met with the commission to discuss the proposed Bulberry maintenance contract concerning address updates.

Undersheriff Ann Engstrom met with the commissioners in regards to advertising for a part-time jailer and deputies for the Sheriff’s department.

Sheriff Pat Ulrickson met with the commissioners to discuss the most recent draft of the law enforcement agreement between the county and the City of Plentywood.

Kohler moved to approve the purchase of two desks at $790.00 each and one desk with a return at $990.00 from the Montana Correctional Enterprises Industries for the sheriff’s department.  Nyby seconded the motion and it carried. 

The commission agreed to the most recent version of the interlocal law enforcement agreement, with the exception of the dog control section.  They hoped that could be negotiated separately since there is a shortage of sheriff’s department personnel presently.

Kohler nominated Robert Nikolaisen to serve as 2008 Chairman of the Board of Commissioners.  Nyby seconded the motion and it carried.

Nyby moved to adopt the 2008 State of Montana’s mileage reimbursement and per diem rates. Kohler seconded the motion and it carried.  This constitutes an increase in 2 cents per mile.

A resolution will be drafted establishing regular meeting dates for the board of county commissioners on the second and fourth Wednesday of each month.  Adjustments will be made when conflicts develop.  .

Records Deputy Bernice Van Curen of the clerk and recorders’ office announced plans to retire in January of 2009.  The position was advertised internally in accordance with county policy.  Clerk and Recorder Johnson felt it best to forego the option to advertise externally since an excellent application was received internally. 

DES Coordinator Curt Petrik and State DES representative Mark Gruener met with the commission.

Plentywood Mayor Don Jensen met with the commissioners in regards to the law enforcement agreement.

Commissioners Nikolaisen and Kohler attended a health insurance meeting hosted by the Joint Powers Trust and third party administrator EBMS in Wolf Point.

Commissioner Nyby attended the Sherwood Airport Board meeting to open lease bids for the agricultural land at the airport.

Commissioner Nyby attended the Sheridan County Transportation Advisory Committee meeting.

The commission reviewed and signed the updated Sheridan County Emergency Operations Plan.

Commissioner Nyby attended the ICS 300 training for incident management during emergencies.

Ritchie Bros. Auction Service representative Marc Warner met with the commissioners to discuss options available to Sheridan County in selling used equipment and machinery with this company.  While in the county, Mr. Warner will inspect the county’s motor graders and report back with figures to be reviewed by the commission.

A decision to purchase replacement windows for the courtroom from Fargo Glass and Paint Co. was tabled.

Nyby moved to adopt the latest Emergency Operations Manual update. Kohler seconded the motion and it carried. 

Kohler moved to approve Resolution #2008-01 which sets regular commissioner meeting dates for 10:30 AM on the second and fourth Wednesdays of each month.  Nyby seconded the motion and it carried.

Nyby moved to approve Resolution #2008-02 which appoints Mary Lynch Election Administrator for 2008.  Kohler seconded the motion and it carried.

Kohler moved to approve hiring Lindsey Holm for the full time clerk position in the clerk and recorders’ office effective February 1.  Holm had been a part time library employee since January 2005.  Nikolaisen seconded the motion, and the motion carried with two votes in favor and one abstaining.

Derik Ferguson completed his six month probationary period with the county road department.  Kohler moved to approve a raise.   Nikolaisen seconded the motion, and the motion carried with two votes in favor and one against.

Kohler moved to budget $200.00 in the FY2009 DES budget for the Northeast Montana Critical Incident Stress Management Team (CISM).  Nyby seconded the motion and it carried.

Fish, Wildlife and Parks Biologist Scott Thompson and Mike Jensen met with the commissioners in regards to the Upland Game Bird Project and discussed a food plot program for upland birds.

Road Supervisor Dellas Christensen met with the commissioners in regards to a gravel pit issue.

District Court Judge David Cybulski discussed a law clerk and a secretary position for the judge.  He anticipates including these positions in his budget request to the Department of Justice for the next state biennium.

Commissioner Kohler attended the Eastern Montana Community Mental Health meeting in Glendive.

Plentywood Mayor Don Jensen met with the commissioners in regards to the law enforcement agreement between the county and city.

Road Supervisor Dellas Christensen and Tractor and Equipment salesman Jerry Martinson reviewed figures for a possible rollover of the county’s motorgraders with the commissioners.

Nyby moved to accept Fargo Glass and Paint Company’s quote to replace the eight windows in the courtroom at $26,975.00 plus $851.00 to add argon gas insulation. Kohler seconded the motion and it carried.

Further action on the Law Enforcement Contract between Sheridan County and the City of Plentywood was tabled pending a meeting scheduled with Mayor Don Jensen.

The Commission sent a letter to Debbie Caulkins asking her to call to make arrangements to have family property in Outlook cleaned up.  Tri-County Sanitarian Cam Shipp had previously contacted the family by letter in November 2007.

Kohler moved to approve hiring Jocelyn Witt to fill the CIP department’s part time position.  Nyby seconded the motion and it carried.

Nyby moved to approve the purchase of two Firestone scraper tires at approximately $3,500.00 each plus $50.00 per hour to dismount and mount them.  Kohler seconded the motion and it carried.

The commission received a letter from Bill Anderson of the Montana Department of Transportation acknowledging the finalization of the 2003-2004 CTEP sidewalk project after his audit.

County Attorney Steve Howard and County Planner Doug Smith reviewed and discussed a couple of Sheriff Ulrickson met with the commissioners to discuss his position on the city dog ordinance in the draft Mayor Don Jensen met with the commissioners concerning the law enforcement agreement.

Marc Warner with Ritchie Bros. called and discussed the county’s options as to selling equipment with this auctioneering service.

Commissioner Nikolaisen attended the County Council on Aging meeting.

Commissioner Nyby attended the Landfill Board meeting.
